Andy Marco called the meeting to order at 7:30 p.m.

New Business
PZC2007-33 Subdivision Regulation Change to allow for an extension of the existing temporary, limited moratorium on subdivision applications and approvals to allow the Commission to continue study, develop and edit the draft open space subdivision regulations (a variation of Cluster Development pursuant to CGS 8-25 (c) with the possibility of exempting from the moratorium subdivisions and re-subdivisions of 3 lots or less AND consisting of 15 acres or less overall. (Public Hearing April 21, 2009)
This item was table until the Public Hearing scheduled for April 21, 2009.
Old Business
Review map of Aquifer Protection Area and approve the adoption of the Aquifer Protection Area Boundaries as set forth on the map.
S. Yorgensen said she had done the mapping provided it to the commission along with a memo from Attorney Eric Knapp on the procedures to be followed. A discussion was held on the Town of Willington Zoning Map.
S. Yorgensen said that the aquifer protection area is in the south eastern part of Town but that all the locations that will have to be registered and regulated, within the Aquifer Protection area, are in the Town of Storrs.
A. Marco motioned to approve the Aquifer Protection Area Boundaries as depicted on the Map. J. Sullivan seconded the motion. All in favor. Motion carried.
P. Nevers arrived at 7:44.
Minutes
J. Sullivan motioned to approve the minutes of March 17, 2009. T. Murphy seconded the motion. A. Marco abstained. All others in favor.
Correspondence
1. Land Use and Planning newspaper article, Approval of Site Plan Lacking Necessary Permits Was Illegal, base on the Case of Fedus v. Zoning and Planning Commission of the Town of Colchester.
2. Capital Improvement Program for Fiscal Years 2010-2014.
Staff Report
A. Marco said once the regulations are worked thru and the commission is satisfied he would to send them out to an independent firm, not affiliated with the Town of Willington, and have them work through the plan using the Knowlton property. S. Yorgensen said budget constraints pose a problem this fiscal year and a discussion was held on the possibility of doing this next fiscal. A discussion was held on doing a Request for Quote. A. Marco said he will call several engineering firms and discuss the possibility of having this done as a courtesy. A discussion was held.
